Sometimes it so happens that the tomcat server can be accessed with-in LAN absolutely file. However while accessing it via internet, you may get "Connection Timeout" issues.
This will happen even if you set your routers and firewalls etc. properly.
Another check you have to do along with all these is mentioned here
You have to check that the system where the tomcat server exist can access internet. i.e., Check your network settings like IP, DNS and Gateway and make sure that the system is able to access internet.
